6. Which SME frameworks support P&PA?

Project management frameworks such as PMBOK® from the Project Management Institute, Inc. and PRINCE2® from the Office of Government Commerce (UK) are excellent sources for obtaining knowledge of the processes for managing projects.

 

Assessment frameworks such as COBIT® from the IT Governance Institute provide a source of assessment knowledge, processes, and tools. COBIT®, however, contains limited project management content (at a macro level).

 

In order to effectively perform P&PA,

  • the solution should include assessment integration (i.e. processes, life cycles, and milestones), assessment content (i.e. project management and product development), a well defined assessment framework, and leverage assessment tools and/or automation
  • the framework should incorporate a basis of assessment (BOA), balanced scorecard, assessment process flow, earned value management (EVM), best practice facilitation, framework integration, and assessment mechanics

 

SME frameworks such as PMBOK®, PRINCE2®, and COBIT® while providing varying levels of support for P&PA also contain gaps relative to assessment.

 

The PROJECTRx® framework was specifically designed to bridge the gap between project management and assessment frameworks, and to mitigate the P&PA gaps found in leading SME frameworks. It can be used stand-alone or in combination with SME and Client-specific frameworks to improve assessment capabilities.

7. How does PMBOK® support P&PA?

PMBOK® (i.e. Project Management Body of Knowledge) from the Project Management Institute, Inc. is probably the most widely recognized project management standard. However, when it comes to P&PA, the framework contains several gaps. PMBOK® can be used to determine whether its forty-two (42) processes exist, and if a rating methodology were developed, it could be used to assess the effectiveness of those processes. It is important to note, however, that such a process based view would not be the same as assessing whether the delivery objectives will be met.

 

Strengths: Solution - content (project management, assessment area). Framework - earned value management (EVM). PMBOK® contains project management process detail that can be used as assessment content (i.e. process groups as project management life cycles (PMLCs), and knowledge areas as assessment areas (AAs).

 

Gaps: Solution - assessment integration, content (product development), tools/automation. Framework - milestones, basis of assessment (BOA), balanced scorecard (i.e. delivery perspective, benefit management, business case), rating methodology, process flow, assessment mechanics.

 

These results are supported by a ProjectRx survey of project management professionals performed in November 2008 that found:

  • Seventy-seven percent (77%) thought that PMBOK® did not adequately address project assessment
  • Sixty-five percent (65%) would like to see a practice standard developed

Utilizing PROJECTRx® with PMBOK®, however, can mitigate assessment gaps and significantly improve assessment capabilities.

8. How does PRINCE2® support P&PA?

PRINCE2® (i.e. Projects in a Controlled Environment) from the Office of Government Commerce is a government standard in the UK and is popular in Europe.

 

Strengths: Solution - assessment integration, content (project management). Framework - life cycles, milestones, basis of assessment (BOA), balanced scorecard (i.e. delivery perspective, benefit management, business case), assessment mechanics.

 

Gaps: Solution - content (product development, assessment area), tools/automation. Framework - rating methodology, process flow, earned value management (EVM). PRINCE2® recognizes earned value analysis (EVA) but does not include it in its framework.

The OGC intended for PRINCE2® to be used as an overall framework, and as such it does lack a few P&PA specific features and some prescriptive detail. Utilizing PROJECTRx® with PRINCE2®, however, can mitigate assessment gaps and significantly improve assessment capabilities.

9. How does COBIT® support P&PA?

COBIT® (i.e. Control Objectives for Information and related Technology) from the IT Governance Institute is a well designed assessment framework. However, its focus in on IT governance, not project management. COBIT® contains limited project management content at a macro level.

 

Strengths: Solution - assessment integration, tools/automation. Framework - life cycles, rating methodology, assessment mechanics.

 

Gaps: Solution - content (project management, product development, assessment area). Framework - milestones, basis of assessment (BOA), balanced scorecard (i.e. delivery perspective, benefit management, business case), process flow, earned value management (EVM), assessment mechanics.

 

Because COBIT® was developed as an IT governance framework, it lacks project management focus and content. Only one (1) of its thirty-four (34) processes speaks to project management (at a macro level). Utilizing PROJECTRx® with COBIT®, however, can mitigate assessment gaps and significantly improve assessment capabilities.

10. How does PROJECTRx® support P&PA?

PROJECTRx® was designed specifically for Program & Project Assessment (P&PA). It bridges the gap between project management and assessment frameworks.
